INTRODUCTION
The Employment and job creation department of the ministry of labour and social affairs federal government of Somalia responsible for matters related to employment, including job creation, wage monitoring and management, developing labour market information, promoting youth employment programs. The department plays a significant role in reducing unemployment, provide our communities with inclusive workforce solutions that promote economic resilience and prosperity; employment creation, prevention of inequality and discrimination in the workplace
DEPARTMENT STRUCTURE

Create an enabling environment for job creation and dynamic workplaces that meet the needs of workers and employers alike through the development of a set of policies, legislation and programs that contribute to economic efficiency and productivity; Social protection, skills development and employment creation; sound labour relations; eliminating inequality and discrimination in the workplace; enhancing occupational health and safety, respect for employment standards and worker rights.
Coordinating work performances of the departments, developing a strategic plan and sharing with the department’s copy of the strategic plan developed.
- Develop implementation and monitoring strategies, program policy process, systems and procedures in consultation with the Director-General.
- Monitoring and evaluating performances of all the departments under the ministry in respect to the strategic plan of the ministry.
- Developing a timely report of the strategic plan of the ministry
- Coordinating and making a follow up of programs projects implementation of the ministry.
- Carrying out research on the tasks of the ministry and sharing the report with the heads of the ministry for implementation.
- Drafting a systematic strategic plan of the ministry
- Undertaking research studies of employments and labour markets so as to get detailed and relevant information on the realization of effective work and maximum employment opportunities.
- Coordination budgeting plan of the departments and taking part in budgeting activity of the ministry
- Formulating how to undertake a survey of and statistics for the civil servants of the federal government
- Coordinating the implementation of policies of the related to the ministry
- Monitoring and evaluation of the performances departments in the ministry
Develop the policy, legal and institutional framework of the labour and employment sector to harness effective, healthy and safe workplaces and promote standards and equity in the labour market;
- implementation of a robust social protection system, promote social security and employee welfare
- Provide individuals skills to access and gain decent employment and contribute to economic growth & competitiveness in the region;
- Support the labour market to create employment opportunities, increase productivity, economic growth and national competitiveness;
- Promote labour relations, improve dispute resolution mechanisms, enhance collective bargaining, mediations, and social dialogue;
- Establish a national labour market information system to better plan and manage the labour and employment sector based on better quality, up-to-date, timely, reliable, and accurate data, analysis and reporting
Policy and legal reform to promote the creation of decent jobs undertaken;
Institutional reform for effective labour administration implemented;
Employment standards and equity in the labour market promoted;
Institutional framework for policy implementation, monitoring, evaluation and reporting developed and is being implemented
Interactive labour information system established and operational;
Capacities of trade unions and employers’ organizations developed;
Labour relations, social dialogue and collective bargaining promoted
Labour market participants equipped and relevant labour market skills;
A system that promotes social security and employee welfare created;
Workplaces that are safe and healthy for employers and employees established;
