TRAINING AND TVET
INTRODUCTION
Training and TVET Department of the Ministry of Labor and Social Affairs Federal Government of Somalia in Mandated to coordinate all technical and Vocational Training programs, Project activities and provide Policy direction and Guidance TVET related matters and Capacity Building for the Country Workforces. Department also mandated to act as an watchdog for the quality of TVET Programs across the country with the support of Federal line Ministries, Federal Member states, Private sector, labour union and other International partners including donor and project implementing partners which ultimately contributes Socio-economic Development of Somalia
DEPARTMENT STRUCTURE
Well-coordinated, labour-market responsive TVET system and delivering a high quality competent workforce for sustainable economic, social and environmental development
To regulate, coordinate, foster and develop TVET through registration, licensing, accreditation and development of institutions, programs and trainers for delivering a labor market relevant and competent workforce.
Training & TVET Department of the Ministry of Labor and Social Affairs will be responsible to
- Developing policies, applicable to structured employee development programs for Middle and or functional groups, such as career ladder programs and management, professional, and specialist training programs.
- Analyzing the career needs of civil Servants in order to design and provide programs tailored to improve their knowledge, skills, and abilities.
- Facilitating a communication network between Ministry of Labor and Social Affairs and field training professionals
- Develop and Implement National Training and Development systems, plans and policies aliened with the National Development Plan
- Strengthening the ability of States training and development professionals to (1) understand policy and to contribute to policy development, (2) administer national programs, and (3) respond to state local needs.
- Increasing the level of management commitment to training and development and improving the work environment
- Ensuring that employees under their departments are trained in a timely manner to perform their assigned job tasks.
- Identifying employees’ needs for improvement in their present jobs.
- Coordination of all training activities in the Ministry and Federal Member States under it
- Provision of professional guidance to the Ministry on Human Resource Development matters
- Carrying out training needs assessments with the support of the Departments
- Coordinating and developing annual training plans for the Ministry and playing advisory role in its state Federal Member Ministries of Labor and Social Affairs
- Administrate the Ministerial training programs
- Monitor and evaluates training programs
- Issuance of course approvals to officers proceeding on authorized training
- Developing the basis for nominating officers to go for training and the process followed that are essential for support of the application
- Quality and relevance in Technical and Vocational Education and Training by regulating, Inspecting, Registering, Accrediting and licensing institutions, trainers and Programs
- Managing and Monitoring all TVET Programs, projects and activities across the country
- Conduct relevant research and prioritizing the current needed skills on labor markets
- Developing and implementing National TVET Policy and relevant Frameworks for policy implementations
- Review and developing market oriented National TVET Curriculum
- Registering, and regularly Monitoring TVET Service providers or Training Centers across the country
- Coordinating and chairing all TVET Stakeholders such as the line ministries, Federal Member States, private sector, Labor Union and the International Partners
- Forecasting skills gaps and short term and long term Labor Market skill needs
- Developing the necessary sector regulations for developing TVET Sector Management and quality assurance system across the Country

- Capacity Building: Department is giving the first priority to develop the capacity of all stakeholders and Country TVET Practitioners and managers to enable them handling their responsibilities. The Capacity Building will be provided to the Federal and state line ministries Private sectors, TVET Center Managers, Local Community and Trade unions through participative and co-planned mechanism.
- Developing Country TVET Governance System: Coordination of all TVET Programs, projects and activities across the country will not be easy tasks unless Ministry with its Partners develops Governance system including TVET Policy, Vocational Qualification Framework, Quality Assurance System, certification procedures and Entrepreneurship and Aprentiship Systems to increase job opportunities available at the labor markets and encourage Entrepreneurship for young people across the Country.
- Rehabilitation of TVET Centers: Rehabilitation of Destructed TVET Centers affected by the Wars are the third prioritized areas where currently government want to prioritize. Rehabilitation of TVET Centers across the country will give chances young people to attend training centers.
